Does/did GE/MACOM make a hand-held control head radio like the Spectra W3, A3, or Syntor X?

Yes, the Orion and its current replacement. But this being the Motorola forum, mentioning a foreign item is like a red ant going into the black ants' anthill, so a moderator will probably move or lock this topic... You should be able to find out more about the M/ACom radios with the HHCH somewhere like the Yahoo GE Orion group.
