I have a UHF MTS2000 that I would like to use on 800Mhz. Could I just change out the RF board or would I need to have a different controller as well?

More than likely, you would need a controller swap as well.
The band in question makes use of different controller functions unavailable in models with limited, or closed architecture, such as memory allocation, signalling, and ISW/OSW operation and others.
The full/detailed service manual lists every model of both the XCVR and controller associated with them, including their respective numberings.
Try to locate one of these manuals, and you should be set.
