OTAR new link method

I read the thread where KJ7XE was using full-time UHF RA stations to haul his Astro modems to the radio site and he mentioned OTAR.

Is it possible to configure a radio system for OTAR using a dedicated i.p. link (VPN or private WAN) rather than a voice channel over radio or leased phone line? What components are necessary to do this?

I'd check into the Juniper CTP1002 units:

These will allow you to use an IP network to connect Quantar's, DIU's, and other devices that use the 9600 bps synchronous serial communications with V.24 ports.

I think they're overpriced, but they do seem to work pretty well. They're definitely better than any solution that relies on a PC running Windows at either end of the link.
