Centracom II - periods/decimal points between all digits?
What does it mean when periods/decimal points are displayed between all the digits on a Centracom Series II display?

The simple answer is: It had/has an error. MANY things can cause the dots, and you may have some defective resources.

You can clear the error this way:
(Shift) D = DIAG
12 (Enter)
AB (Enter)
No more dots.
If you suffered a power loss at the OP or CEB, this could cause this.
TPG is correct, you need a service center that knows what they are doing to find out the true cause.

Also, on two occasions, a dispatcher heard a
beep from the console. (it's the same beep heard when programming the
date/time) Each time after the beep was heard, the word "OOPS"
displayed where the current time usually does. It was displayed for
only a brief period of time and then went back to the time. The
broadcast itself was not affected by these goings on.
Is the OOPS more serious than the periods/decimal points?

The decimal points are a result of the OOPS.
OOPS is dispalyed when an error happens. The clock then reverts to displaying time and the decimal points come on to remind the operator to contact technical support.
There are processes by which the technician can determine what error occured.
Apparently you have had multiple error events. You should refer this matter to a qualified support organization.
