MTS2000 stuck on DPL 023
I'm at loss with this one. Regardless of codeplug program, the DPL will always come out of the radio as 023 in the 460-462 range. But in 465+, it works fine. I have this on a service monitor so I'm not losing my mind. I don't get it.

In talkaround or repeater mode? If direct freq is enabled, the pl/dpl codes and still be different. Done that a couple of times in the old RSS when I wasn't paying attention.
It would work on the FD repeater, but when going direct, thats what was happening.
Only thing that I can think of.

Lowband radio. The original and non-complicated wide area interoperable communications system

This is a totally separate channel. I'm totally baffled by this.

I had a VHF MTS2k do a similar thing on a simplex channel, never did figure it out. It was programmed for 565 but was TXing 032.

Normal vs. inverted DPL codes are on this site:

Inverted DPL has no effect on this either.

I think Pj was trying to convey what I am about to say.
I assume your using cps - so with the code plug open go to this conv personality
and click on the "Direct/Talkaround" tab and make sure the "Direct/Talkaround"
check box is NOT checked.
I have also seen this when checked do some strange things - not sure why. Perhaps
a firmware or software bug.

Re: MTS2000 stuck on DPL 023
Have you check to see if MPL is enabled on that channel? I ran into this issue once or twice in the past and found that MPL overides any PL or DPL programmed into the channel if it's selected.
Re: MTS2000 stuck on DPL 023
I came across a number of MTS 2000 portables at a customers location that when programming changes were made and written to the radio, the radio never reflected the changes operationally.
This might be part of the issue with your radio, it might not.
The issue was a bug in the particular firmware version the radio was running. After opening a case with Motorola, I was sent some diskettes to upgrade the firmware that did not require a FLASHkey.
After performing the upgrade on about 20 portables, 18 or so of them ended up with toolproof errors of all things.
A trip to the depot for free repair solved all the problems.
You might look into the firmware version the radio is running, and contact Motorola TSO and see if you're eligible for a free firmware refresh considering the issue you're having.

No MPL on this radio either. I purchased it on fleaBay and the seller has a return policy. I'm sending it back to him for an exchange.
