AS2 VHF analog secure issue

ok heres another issue.........

got a AS2 VHF VSELP (one of the old la co fire) it will take the key and talk in digital clear/secure fine
the radio will talk analog clear just fine but in analog secure , the radio will only transmit a carrier with no audio.
the configurations have been compared with the Astro spectra and all significant secure data is the same.

any ideas why its transmitting a plain carrier in analog secure mode? this has been verified by a scanner.
it has the same module as other units that work fine.
