MT1000 charger lights flashing

MT1000 charger lights flashing

i have a MT1000 battery that then i put it in thee charger both the power and the charge light flash. i dont have another battery to test it with to see which is bad. that does the flashing lights mean? is it a bad battery or a bad charger?

It is usually a bad battery.
