Good Morning,
I have a little question:
Can I use Commercial Series CPS 05.08 (with or without region hack) to read/program GP3688 radio, or I should use dedicated software?

yes, you can use the Commercial Series CPS to read your radio GP3688, provided you have the correct CPS region
