Is it possible to make a CP200 or a PR400 monitor a channel and remain silent until a tone alert is transmitted. Basically it would act like a pager until the tones are sent out. Any help is appreciated.

Set up a QC-2 signalling system for call alert w voice with the tones you want to activate the radio. Then set up a channel to use as a "pager" on that channel set the rx signaling system to QC-2 and change the signaling squelch to And. That should make it act like a pager on that channel.

What we have done alot for those and HT's is to have a dispatch channel and the a PAGER channel where the pager channel does just what it says also some have auto rest or some will beep until PTT is pressed. Many different alert tones and alot louder than a Minitor.

I have QCII set to A-B and use two tones as my pager, and the best part of the PR400 is the fact it will transmit QCII as well as MDC, so both can be used to 'page' another like programmed radio.
As stated, I set the RX signaling to QCII and transmit a PL tone along with the paging tones.
The PR400 is selectable from the RAD CALL menu on the display, just choose between MDC and QCII and you are done!
Press the PTT and the radio does the rest.
I did make the reset manual though.
