I have a quantar VHF that was originally a console controlled repeater. The TX audio path went from the rx to the console and then back. How do i make this beast an in cabinet repeater?

In the RF Config of the CPS, switch it from "Base" to "Repeater".

I did that.. No joy.. Is there any jumpers on the line driver card i need to change?

Nope. No jumpers. Check the wildcard settings, and drill back through everything one more time.

Ok.. What should the wildcard settings be?.. This one has the "default" stuff in it like Ext PTT, Channel 4 and some other setting.. I do have the ID'er modulating the carrier now but no repeat audio.

There should be no wildcard tables set. Keep a copy of the codeplug, study the settings just in case you need a function someone developed, and then delete the tables. Or if you understand what they are doing, modify them to meet the new need.

In your RSS you should have Default code plugs. I think the one you are looking is CONV.def, load it to the station - program your frequency and PL/DPL info etc.
The codeplug you have now may have been set up for wildcards that are inhibiting your repeater and it sounds like you are looking to just have a conventional repeater it's better to with a clean codeplug.

Long distance diagnoses are an exercise in speculation, which I'm about to do, but just in case:
On the receiver qualification page, there is a box entitled something like "MDC/Tone." If checked, the radio requires an additional pin to go high to enable repeat; this is used when a SAM is used for repeater access. And it is also used when a SAM card is used for DTMF OTA "in cabinet" status is employed. For your application, be sure this box is unchecked.

Does anyone have a default "conventional repeater" codeplug file?. My RSS does not have it (or at least that I can find).. The MDC/Tone is unchecked.. Radio used to be used as a base station and the repeater functions were done in the TDM150 console.. It was fed by a 4 wire audio circuit. Any help is appreciated.

Your problem may well be in wildcard programming, which is re-directing Rx audio to the wireline and not sending it to the Quantar's internal controller. Somewhere in the software is an option to restore all wildcard programming to its "default" status. If you are running a Quantar as an in-cabinet repeater with no wireline connection, that is what you want.
