spectra wont go into pl decode mode

i am trying to figure out a spectra. its setup to be decoding pl, a button on the head is for mon, ive selected mon off, grounded the back of the mic to ground, and also to radio chassis, no luck stays in CSQ mode. it appears to be a radio wide issue, all channels with pl wont decode. i did various searching before posting this but came up with squat that applied to this.

Just for s&g's drop the codeplug into another radio to see if it acts the same or differently so you know if you are chasing a hardware or software problem.

I do not remember the details but about 10 years ago there was an issue I encountered
with quite a few spectra's PL decoder failing and we had to send all of them back to moto
for repair.

Before you go 'jamming another code plug' measure the mic stud for about 5 volts.
This will tel you if there is the HUB signal there at the mic hank-up stud.

There is also a place in the RSS to set the Spectra to scan off hook.
You also need to have one of the buttons programed for SCAN. A arrow appears underneath the button when the button is active, in scan.
