Stopping mobiles at channel 16 in zone

Just wondered if anyone knew a way to put a stop function above channel 16 in a zone on a mobile (XTL or Astro Spectra) codeplug, so that even though there may be channels programmed above - the user would only see up to the sixteenth channel and then start back at 1???? Basically this would be set up in a votescan system where the voted sites are listed in channels 17 - 24 and there would never be a need to select them to TX from. This would keep the functionality the same as the user's portable radios (K.I.S.S.).
