KVL Error code

I got an error using a T3014DX keyloader. I am attempting to keyload an XTS5000 with DVP-XL using the TDN9390C cable. It previously had DVP-XL loaded into it and it worked fine. Then for a while I had swithced to software based ADP encryption and was using that for a long time. I then needed to go back to DVP-XL, so I went in to radio configuration and switched from the software mode to hardware mode. When I go to load the radio, I connect the cable and it says keyloading. When I press the PTT on the keyloader, it says busy, then fails. The code is CFB 05. The troubleshooting guide in the book says:

Check WE (whatever that is) and key signal lines between the radio set and key loader for continuity.

Is this an issue with the cable? I have never used this cable before, and it looks a little worn. I am going to try and get another cable to try that out also.

Just in case anyone else runs into the same problem, I forgot to turn on PID Key Management. It is not required for software encryption, but it is needed for hardware. As soon as I checked the box and tried keyloading again, it went fine.
