mts2000 scan problem

I have two of the same mts 2000 radios both programed identical. One scans w/o any issues , the other stops on a channel with activity (noise)but with no pl being used and the red led keeps flashing and stays there. All channels programmed in the radios have pl's on them. All the settings in the scan features are the same. I had this problem several years ago and it was fixed but don't remember how it was done I think it was a setting somewhere. Thanks all for your help Mike
