The following is an exchange between myself and Panter88888 on Ebay this evening. I find it quite interesting. You may form your own opinion. However I will not purchase from him. I am posting this here for informational purposes:

Dear panter88888,
I am interested in a radio such as this. However I am concerned as to the legitimacy of this radio. I have read numerous things about you and the radios you offer. Some things I have read are good, some things I have read are bad. What is the origin of these radios and why are there no tags on the back? Also would these radios be ok to use in your opinion in a Fire Department environment? Thank you very much.

Dear panter88888,
Ok so would you recommend using them in a life safety or public safety environment such as a Fire Department.

Re: Panter Ebay Exchange
There have been many posts in the past on parts built radios in public safety use. What happens if you are using this radio during a fire, you miss a call, & the roof caves in, you die, & the lawyers get involved. Why were you using a non tagged radio, etc, etc. These radios might be fine for ham radio use to chat with friends, but certainly not for any kind of service where your life may depend on it. The lawyers would have a ball with this. GARY N4KVE

Re: Panter Ebay Exchange
I have a couple of Panter88 radios, they are fine for HAM use- but if you are a public safety professional, you would NEVER use ANY used equipment for duty use UNLESS it was certified by a manufacturer or service professional IN WRITING a clean bill of health. Why you would think that someone who sells radios to hobbyists at a tremendous discount for HOBBYIST and PERSONAL use at a huge discount to certify such radios for professional use is astounding, to say the least. If your desire is to get a certified fit for duty product, there are a plethora of great Motorola dealers who sell quality used and new stuff right here (ESCOMM comes to mind). Of course you are going to pay quite a bit more than what Panter is asking.
