mx1000 / mx2000 / mx3000 silent on power up

Hello,

We have got a number of MX radios, and some of them are silent on power up.
Also when changing the channel they goes into silent mode.

I have tried different RSS to make them be unmuted all the time, but haven't
found the right option.

I'd like them both to decode and encode 5tone CCIR, but when I enable this
option, the radio is put in silence mode.

I have tried to read one of the radioes that has the "correct behavior", but
the RSS says "not supported special product" after reading the codeplug, so
I can't "have a look" at what our local dealer has programmed into the codeplug.

Well, any hints are very welcome!
