Debounce Duration

Debounce Duration

Does anybody know what "Debounce Duration" is or what it does in motorola CPS?
Radios I currently own:

HT1250 VHF, XTS2500 800 MHZ, CDM1250 Low Band, CDM1250 VHF

I'm running Windows 7 and it will not let me open the balloon.
Radios I currently own:

HT1250 VHF, XTS2500 800 MHZ, CDM1250 Low Band, CDM1250 VHF
