Configuring a zetron 38 with cdm1250 DPL problem

I am trying to replace a RICK with a Zetron model 38A using two cdm1250 radios it works grate when using it with PL’s but when using it with DPL’s it will decode only the enabled DPL’s but will encode (retransmit) all enabled DPL to D026 so if I enabled 3 DPL’s like D074 D172 and D266 it will only decode D074 D172 and D266 but will encode (retransmit) all three DPL’s only on D026 and if the portable it not programmed to D026 it will not copy it.
FYI The jumper on the zetron is in the B position

I've never set one of those up, but from looking at the manual it says you need to set encode DPLs for the users and enter them as the code + 1000 (ie. 074 as 1074), did you do something like that?
