In the spirit of good faith and interoperability, permission has been granted to the fire and EMS guys to have the talk groups of the PD guys. The caveat is that they are not to transmit, and the PD talkgroups are for situational awareness only. As a radio geek and a "why not" kinda guy, it sounds like crap to me, but I'm only following orders. So here is my dilemma:
In the olden days, you could program the RX side and leave the TX empty. In CPS it looks like you can inhibit TX in conventional mode. I may be missing something, so let me know if I am, but I don't see this option in trunking personalities.
So far, I can think of only one solution. All of our radios are encryption capable, as units come in for service, we issue out "one from the bin" and program as needed. We have only a few templates, PD, FD, and general county services. The radio from the bin gets the template needed, as well as the RID of the old radio, and the old radio gets the "technician" template and tech RID for testing/recreating the problem. Kinda got off topic there, but kept going anyways to let you k now our process and if you see any room for improvement....
So again, all radios cryto capable. FD has no encrypted talkgroups, while PD has a few for SWAT, surveillance, vice, that sort of thing. PD dispatch for the patrol various patrol zones is wide open, are are some of the TACs. In an effort to ensure our encrypted TGs are always encrypted and not subject to human error, we've strapped those TGs to an encryption key.
What I'd like to do to the FD radios is create a new zone for the PD TGs and strap them to encryption, but not load the key. The radio would not allow TX because there is no key, but would RX clear transmissions. I'm not worried about the encrypted PD talkgroups coming through on FD radios as generally speaking, the street level EMT/FF is not authorized to have the SWAT talkgroup.
Is there a better way?

This is very simple. you do not need do anything in the radios but program the talkgroups. The system admin can set up those talkgroups so that the fire radios can not transmit on it.
