Quantar/SAM problem

I have a Quantar repeater. When the unit has a cold reset (loses power) and no wire line input, the repeater starts up in the knock down setting. The problem is the unit should be in the FBICR (Fall Back In Cabinet Repeat) upon return of power instead the Quantar is knocked down. I have contacted Motorola but unfortunately I don't have a contract with their department. I believe it is a simple programming problem in the SAM module or possibly the Quantar codeplug. The wildcard option is disabled on the Quantar code plug so I'm not sure if I need to enable that since I have the SAM module installed. If the problem lies in the SAM module programming, I'm not sure exactly where the problem would lie. Any help is appreciated.
