HT Radios and Busy Channel Lockout

Is there any way to program a HT750 to lock out TX on a busy channel that has the correct PL?? We need busy channel lockout on a channel where there is just enough noise to open the squelch to where the "On Busy Channel" selection prevents TX. The other selection "On Busy Channel With Wrong PL" inhibits TX only if the wrong PL is transmitted but allows TX if the correct PL is present. Cranking up the squelch is not an option. The radios will be used in a system with VOX in a dangerous environment so we wish to avoid situations where there would be simultaneous keyups.

open the personality and go to the options tab and at the bottom select "on busy channel"
