Motorola Gp - 360 professional 300seres problem

Hi

Ihave Gp-360 professional 300 seress it can not on ? the on / off switch is ok and the battery voltage to all point exist just the follwing point is no battery voltage
1- TP406 ------- No SWB+ voltage ?
2- pin 8 IC U400-----No any Voltage ?

3- pin 1 IC U3201 ------No any Voltage ?


Please help me
