Spirit radios

I recently found a South American model of a Motorola Spirit radio(Model # MU21CV). The bad thing about this radio, is that it does not use the same frequencies as it's North American counterpart.

The North American radios operate on the following pre-programmed channel choices.

Frequency:
1 464.5000
2 464.5500
3 467.7625
4 467.8125
5 467.8500
6 467.8750
7 467.9000
8 467.9250

The South American radios appear to operate from only 6 different pre-programmed channel choices in the range of 463.550 - 463.625.

My question would be, is it possible to re-program the South American radio to accept the North American codes? Motorola says that they don't perform that type of service and that there may be private parties that do. Can it be done? If so, can you recommend someone who could do it?
