xts2500 r16 tuner didnot upgrade

i have flashed mty xts2500 with r16 (4meg radio)it upgraded to host r09.00.028 dsp 16.00.01 the tuner did not upgrade the current tuner version is still r o1.08.11
i can read and write the radio ok but the tuner software does not seem to communicate with radio i have tryed diffrent versions of tuner software
this is the first time i have ever tryed to use tuner so i may have another problem i am using a ebay programming cable and had no problems programming radio possibly the proper tuning cable is set diffrently
the radio work fine with no problems
