can anyone give some help in programming a xts 3000 to scan NSW grn

What radios do you own?: XTS2500,3000 MCS2000 ASTRO SPE

the xts3000 wont do p25 9600 baud control channel which the nsw grn you can program conventional only and scan them

Mate, you're best off buying a scanner.
