Communication with radio Fails

I have recently installed my Astro RSS (RVN4184V) on a Dell D800 (real serial port) running XP Pro. With RIB connected and powered up, Astro Saber connected and powered up, the PC will not communicate with the radio. Serial port is set as COM1 an d settings are 9600,8,0,1,0. I have checked cables and both are good. This machine has the XP on the E partition and MS-DOS on the C (for old but pentium compatible RSS).
What am I forgetting here?

Problem solved, radio and RIB batter must be up to snuff. Thread can be closed.
