APX 7000 CPS unfamiliarity causing problems?

I am not that familiar with the CPS used to program APX 7000s (I've only used it twice). I am trying to get the 7000s to talk back and forth to our XTS2500s to no avail and I am wondering if I missed something in setting up the codeplug. If I key up one radio the other indicates that the channel is busy, but there is no audio out. I checked the freqs, made sure they were both in Astro mode, they are key-loaded with the same encryption key, and both are strapped for secure operation only on that channel.

What might I be missing?

You didn't say if this is a conventional channel using a PL or a digital channel that a NAC is used. Both radios need the same channel information in order for the radio audio to be passed. Have you tried to talk between the radios not using the encryption?

Once you narrow down the possibilities, it would be much easier to trouble shoot the radios problem.

Unfortunately, the APX software was wrote by some programmer that didn't understand the way Motorola has done their software in the past. My money is on the bet that a 5th grader could have done much better in the organization of the way the inter relation of the sections of this crap APX software was done. You have to jump from one section to another to do the simple steps of programming a channel (mode in Motorola's terminology) into the radio.

These radio are being programmed with digital channels. My test channel was direct, no repeater was in use. I decided to check the operation in non-secure mode, as suggested, and reprogrammed both the XTS-2500 & the APX7000 changing their strapping from secure to "clear" (XTS-2500) and "select" (APX7000). Both radios talked back and forth. So, I tried with the original settings again and *voila* they talk back and forth, secure now.

Why didn't they work yesterday? What could have happened during the reading & writing process that would allow them to work all of a sudden?

It was a TX/RX Network ID issue. I'm the new guy in the radio shop and didn't realize that we were using one freq for two channels and "separating" them with network IDs. My test channel utilized a different ID from the Motorola default of 293. Once I discovered this and adjusted the IDs appropriately the radios have worked perfectly.
