Is it possible to easily reflash a low power (15w) Motorcycle rare 438-470R split from a W3 to a W4 without effecting the RF portion of the radio, ie keeping the RF side of the house OEM?

Sure either you need a factory s-record for a W4 or you need to go into the s-record and have it reworked for a W4 head. Option 1 would be MUCH easier.
