Spectra secure base l53 with no transmit audio-help!

A buddy of mine has just purchased a Spectra Secure capable base (secure board has been removed). When we key the radio we can see the vu meter below the clock move, however there is no audio from our receiver! Could the problem have somnething to do with the secure board being removed from the radio???

Are you get any kind of key fail? In the rss is you radio set up to be clear and not coded?
