Does the control head backlight DIM button work? Do any of the LEDs for the control head's 6 buttons above the display work?
Does the control head "SELF CHECK" message show up at all when you turn it on?
When you say the radio works, can you actually send and receive signals? Just because the radio squelches does not mean it works. If the VCO loss of lock indicator LED is lit up your VCO is not locked and the radio is not working. It will be impossible to ever figure out what the problem is unless you know for sure if the radio is really working or not. For example, if the radio is working then the radio's Common Circuits Board is working just fine.
Check your control head programming. Under "DISPLAY NAME PROGRAMMING" check the "NUMBER OF MODE NAMES" and check the actual "MODE NAMES" to make sure they are not programmed as blanks. Blank mode names do not display.
When you program the control head or radio does the word "PROGRAMMING" display on the control head?
