Two tone paging encoder

I need a two tone paging encoder that can be set up with a landline to use for local paging service. I would like it to be able for the caller to enter a USER ID or PIN# to select the tones that are generated, and then speak voice. Multiple tone groups are needed. Any ideas would help.
