TX VCO Adjustment on R100

I'm trying to adjust the TX VCO adjustment on a R100 repeater. With the repeater un-keyed I'm getting 4.9v and the same while keyed up. I have tried turning C221 to move it up to 6v and the meter remains unchanged no matter how many turns (CW and CCW). Is C221 bad?

The RX VCO is the one on the RF chassis on the "left" and those components are on the top.
Loosen the nut on the "right" RF chassis, slide it out and turn it over.
You will find the TX components on the bottom side of that chassis.
If you only have one RF chassis, then yours is a base, not a repeater.( although, there weren't many bases )
Set both VCO'S for 6 VDC at their SL point.
