motorola ntn9176b problem

purchased this unit on ebay and attempted to install it today and it will not charge the radio or battery(tried 2 radios and 2 different batteries reg/impress). The only function working is the led for the pac-rt switch turning on and off when the switch is toggled. the unit was installed with the wire harness it came with but only the red and black wires were on the connecor the white and yellow cables were snipped. what can the issue be is it a defective unit or is the install wrong?
