What do I need to do to hook up a Zetron TRHI with a Plantronic headset and foot pedal to a Motorola Astro Spectra Consolette(Model L99DX+231L, with no telephone, just radio)

There have been a number of threads on here that supplied the connections for the accessory connector 2 on the rear of the consolette. Do a search and I am sure you will find them. By the way, make sure you use the lower accessory connector and not the one above it.
To answer part of the question you asked, I will provide a warning. There is a bias voltage on both the external mic input pin and the fixed RX audio output pin. These should be coupled with at least a 1.0 uf capacitor of at least 18 volts or more. There is a PTT pin and several ground pins.
With the above information, I am not sure you audio levels will be correct to match the radio requirements. You will have to do some experimenting to find out.
