HT1250 Programming issue

Hello I have an HT1250 that I am trying to program it is 1 of 10 that I had to do recently. The problem is the radio has a blinking red LED indicator on every channel that has a PL (nothing being received). If you go to a CSQ channel it is just a steady squelch. The radio does not receive transmissions on any channel as well. Any help would greatly be appreciated.

A blinking red light usually indicates that a channel is busy. Freqs can be "shared" by creating multiple "nets" on one frequency by using PL codes. However, if anyone keys up on the main frequency it will occupy that freq so that none of the nets sharing it can use it. It sounds like someone/something is transmitting on the freq to which those channels are programmed, but you hear no audio because of a PL code mismatch between your radios and the one that is occupying the channel. Do the channels with the PL codes share a common freq? If so, that freq isn't a local 24/7 broadcast station is it, like a weather alert station?
