I have a Saber III which is only putting out around 50-100mW.
It is from a batch of identical radios which all run a few watts so I don't think the power output has been deliberately lowered.
Does 50mW TX output indicate a failed PA?
Does the PA require a 50mW drive level or is it much lower?
Is is easy to remove the PA from a Saber?

It turned out the the Saber had been programmed to low power....just under 100mW
I presume this must have been accidentally as the other identical radios with identical frequencies were all programmmed to medium power 1W .
I guess the radio had probably been running 100mW for years and nobody had noticed!!! Maybe the original user always had a find a good spot in order for base to hear him..although its surprizing how far 100mW will work!!!
