XTVA Not Charging Battery XTS5000

I have a XTVA for my XTS5000, and it will not charge the battery, the light doesnt even turn on. The battery is a new Impres NNTN6034A, and the XTVA is rev D which I understand is supposed to support lithium ion. Anyone know why this wont work? The XTVA seems to be working normally otherwise.
