Astro25 audio issues

This seems to be a common issue between 2 XTS5000s, an XTS4000, and an XTL2500. They're all programmed identically, so could be a programming issue on my end, or an issue on the tower end. Basically, its the county EMS dispatch/ops channel. NJ is such a wonderful state and there are 5 different dispatch centers that dispatch and operate on this channel. My dispatch center is fine, as is one other. For one dispatch center, I get no tones on my radio. I can verify that the tones are transmitted with the correct pl tone, but for some reason, my radio plays the first half second of them, so I know a call is about to go out, then silence until the dispatcher talks. And two other dispatch centers have good tones, but awful audio where you can't understand anything at all. Mobile units sound perfectly fine. This all started when the dispatch centers narrowbanded and I can say that all centers have completely narrowbanded. Range most likely isn't an issue, since one of the antennas with issues is about a half mile from my house. I'm leaning towards something on their end, but would like to rule out my end first.
