I've noticed that while scanning the squelch tail elimination doesn't always work. It works about 80% of the time. The other 20% I hear a squelch tail. Is there a way to fix this?

You can try changing the settings options in the RSS for each channel. When in the per channel screen, press F2 to get "Per Channel Options" and look on the right hand colum for the Unmute/Mute settings and change each channel that you use coded (PL/DPL) on to And/Or.
This will tell the squelch circuit to squelch the receiver upon loss of either PL or carrier signal which will minamize the "squelch crash".
