looking for a radio that does modat. can someone advise what radios to be looking for.

On portables I believe your selections would be Ht500, MX series, Astro Sabers, XTS's.

I also believe that the first generation Syntor will do it as well with the right head.

Essentially in this day of age, you best bet will be an Astro Saber or maybe an XTS. It seems to be more popular on the Sabers due to the OLD LAPD codeplug that floats around. However, XTS (rare) have been showing up with it enabled.

Can the MTS2000 do MODAT if it is flashed with the FlasPort option??

No , the MTS series can not for some reason, at least the standard packages can't, but there might be an SP package that can.
