If you find a way to make the Syntor X 9000 work like a Spectra "Scan Off HUB" please let me know. I have never seen or heard of this feature on a X9k.
The X9k with a standard Personality Board U501 firmware chip will scan up to 64 modes all in the same scan list (i.e. it is not limited to 16 scan modes like the spectra). If you have a 2k U502 EEPROM the radio is limited to 32 modes maximum.
If you have the 01-06707T52 U501 firmware chip, an 8k U502 EEPROM and the correct RSS, the radio will scan up to 128 modes.
I have found that using TalkBack scan and Dynamic Priority assignment together is the next best thing to "Scan Off HUB". When the scan catches someone you want to talk to just press the Sel key and make them the secondary priority mode. Then TalkBack will make it easy for you to communicate with them. For obvious reasons, I do not program a primary priority mode into the scan list when doing this.
