Does anyone out there have any suggestions for getting propagation studies done?
I'm in the process of trying to identify some additional antenna sites for our district. I'd like to be able to 'run the numbers' to identify some of the potential problem spots before doing the fieldwork.
The local APCO guys aren't returning my phone calls or emails, and I can't sit on this for too much longer.

You could spend alot of money and have a consultant do it for you. You could call one of the frequency coordinators and pay them to do it for you. You could call one of the companies that sell the programs and see if you could get them to run them for a price.
Unless you know someone with one of the numerous software packages like Softwright, Wizard, EDX and others, you may not like what you hear. It takes time, the software and a computer to generate the coverage plot. There is one or two on the internet that are sort of free, but you will spend some time trying to figure out how to run them. Plus you need the terrain data to make them work.
Good luck on your search. You might take a look at a topo map and imagine the shaddows that will occur from your transmitter site.

a short spacing or some other special situation. If you send the file right to them with the cover letter they can see it electronicially.
