Keynote pager programming

Hello, I am having problems reprogramming the Keynote pager. Many units just won't read while in the programmer. They beep like there is communication with the computer, but I get an error message that there is a Com failure or an invalid pager. Other Keynote pagers will program just fine in the fixture, just some won't. I've tried cleaning contacts on the controller board program connector and reloading the software, but nothing helps. These pagers are on a Motorola service contract for the State of Illinois, but there is no more parts available and no factory support. Go figure right? Does anyone know the lastest version number of software for these?
Has anyone else experienced this and is there a fix for it?
