XTS 2500 VHF Purchasing question

I have been told conflicting stories lately, of course one that made me ask this question after buying an PR1500 a month ago.

Can the normal general public, like an volly FD, go to buy an XTS2500 VHF Model II from a Motorola dealer?

I was originally told that all the XTS series radios were only available for government sales, like area municipalities, etc....

It'd be nice to have a radio that does more than 32 channels and has an display.

Can the VHF version XTS2500 do just analog and not all have the fancy stuff flashed into it? Also, what is the list price on one of these?
