The radio transmits fine but that is no audio coming through. It is not the mic as I put in on a second radio and it worked fine. When you key the radio you hear the carrier noise as always but there just isn't any audio. The one thing I can think of is the radio may have been keyed without and antenna. Any ideas?

Get it on a properly-equipped test bench, hooked up to a service monitor. That will have to be your starting point for troubleshooting. At a bare minimum, get it hooked up to a proper dummy load and wattmeter. One thing that comes immediately to mind. If the radio is Securenet capable, and programmed for same, but there is no Securenet board installed, you will run into the 'no audio' problem.
