R-100 Program Cable

I have built a R-100 program cable per Batlabs Schematic, not tested yet.
The pix of Monty's cable appears to show a jumper/short between pins 11 and 16 which is not on the schematic. May I assume that this jumper is not needed or is the schematic wrong?
