The Bell is the night time mode, it is totally silent until it hears its tone and then it goes off. 1 is usually the monitor mode on channel 1, same channel as the bell, only you get to listen to all the radio traffic. 2 is usually the second channel, it listens to a different channel, however it will not go off and if you are getting a call on channel 1 when the knob is on channel 2 you will miss that call. It was also optional to have two separate tones and select it so that one would not set off the pager with the knob in a certain position, depends on how it is configured.
