VCN1020A??

I was rummaging through a parts box given to me and found an interesting control head. The part number sticker says it is a VCN1020A.

It looks like a Spectra 9 series head on steroids. There are 3 groups of buttons labeled: NOR, SIM, COM, TAC, AUX, MON, RTT, VOL+, VOL-, PRT, ON, AVL1, ENR2, ATS3, DET4, OFD5, 6, 7, 8, 9, DIS*, LOG0 and GRP#.
There's also a larger button in the middle that's not got a label.

The button style is the same type as is found on the railroad Spectra.

It has a 16 segment single line VCD type display. As for connectors, there's a Centronics style printer connector and what looks like the mic/speaker jacks from an MCX radio, as well as a 5 pin DIN style plug.

There's also a hand written label that just says "2003 Sept".

Does anyone have any information as to what this thing is from? I'm thinking maybe a remote mounted railroad Spectra, but the AVL, ENR, ATS etc seem to make me believe law enforcement or something (Available, Enroute, At Scene maybe?). Quite interesting none the less. I'll see what I can do about a picture.
