Spectra repeater?

Spectra repeater?

I recently received quite a few VHF spectra mobile radios from a local government for ARES/RACES/SKYWARN. I have never seen tech info for a spectra repeater. Is this even possible?

If anyone has info or a link, I'd sure appreciate it.
