Does OTA programming work over the TAP dialup?

Does OTA programming work over the TAP dialup?

For pagers that can be (re) programmed OTA, do you connect to the TAP dialup of the Paging Service Provider, or do you have to have "deeper" access within the provider/directly to a transmitter site/etc?
